The Specific Aims page shapes how every reviewer reads the rest of your NIH SBIR application. A paragraph-by-paragraph structure that works.
Why one page carries so much weight
Reviewers on an NIH study section carry a heavy load and form an early view. The Specific Aims page is often the only part every assigned reviewer reads closely before scoring discussions begin.
If the aims are clear, testable and obviously worth doing, the rest of the application is read charitably. If they are vague or overlapping, the reader spends the remaining pages looking for problems.
The structure that works
Open with the health problem and its scale in two or three sentences, cited. Then the gap: what current approaches cannot do. Then your solution and the central hypothesis in a single sentence a non-specialist could repeat.
Follow with your preliminary data in a short paragraph, then the aims themselves, each with an objective, an approach and a measurable outcome. Close with the expected impact and the path to the next phase.
Aims must be independent
A common structural error is making Aim 2 dependent on a specific positive result in Aim 1. Reviewers see risk that the whole project stalls, and they score accordingly.
Design aims that each produce useful knowledge on their own, and state a fallback approach where a technical risk is genuinely material.
Match the institute, not just the agency
NIH is not one funder. Each institute has its own priorities, budget and program staff, and the same project can be strong at one and out of scope at another.
Contacting the relevant program officer before you write is normal, welcomed and one of the highest-value hours you can spend on the application.
