The NSF SBIR Project Pitch: a practical guide
Before you can submit a full NSF SBIR proposal you must pass the Project Pitch. What each section needs, the limits to respect, and the mistakes that get pitches declined.
Why the Project Pitch exists
NSF introduced the Project Pitch as a fast, low-cost gate. It saves you from writing a full proposal for a project NSF was never going to fund, and it saves NSF from reviewing thousands of poorly matched submissions.
You typically receive a response within a few weeks. An invitation means you may submit a full Phase I proposal; a decline usually comes with brief feedback you should take seriously before trying again.
The four sections
The technology innovation section asks what is technically novel and why it is not obvious. The technical objectives and challenges section asks what you will actually do in Phase I and what could go wrong.
The market opportunity section asks who buys this and how big that market is. The company and team section asks why you are the people to do it.
Each section has a tight word limit, so every sentence has to earn its place. Cut the background, cut the mission statement, and lead with the substance.
The most common failure modes
Describing a product rather than a research project, writing for a general audience rather than a technical reviewer, claiming novelty without naming the state of the art, proposing objectives that are activities rather than measurable outcomes.
A fifth failure mode is eligibility: your company must be US-based, majority US-owned and controlled, and have fewer than 500 employees, and the principal investigator must be primarily employed by the company at the time of award.
What happens after an invitation
An invitation is time-limited and tied to a specific submission window, so plan the full proposal timeline backwards from that date. The full Phase I proposal is a substantially larger document including the project description, budget justification, biographical sketches and supporting letters.
Phase I awards fund proof of concept. A successful Phase I opens the door to Phase II, where the significantly larger funding sits.
